All you people who said "GTA3 is better, this is crap", just don't get it. State Of Emergancy is not supposed to be anythine like GTA3. Rockstar games say it's the worlds biggest beat em' up, and thats just what it is. It is the spiritual successor to games like Final Fight and Double Dragon. There are two modes, Kaos and Revolution. Kaos is a high score game. Just like crazy taxi you get a fixed time of 3 or 5 mins to kill as many people as possible. Or you can play kaos for an unfixed time, where you get time extensions and health when you kill people. Objectives come up in this mode also, completing these boosts your time, health and points. Revolution mode on the other hand is mission based.More than 150 missions await you, from killing and stealing to protecting and escorting people, there's plenty to keep you busy. It has to be said that Revolution mode can be a bit hit and miss, trying to fid a single person to kill or protect in a crowd of 200 people can be trial and error. Kaos mode is much more fun. Playing with a few mates round, trying to beat each others high score is a great laugh. This brings me to the graphics. They are nothing short of amazing. Their can be 200 people, each with their own AI, on screen at once without a hint of slowdown. Sitting watching a mate mow down scores of security guards with loads of gang members trying to hack him in two and all the other people fighting, running, screaming and rioting in general is totaly ingrossing. It has the "just one more try for that high score" thing about it in spades. The way all the pieces of the game slot together make it a great game. All the mayhem on screen at once, with no slowdown, is a technical marvel. The only reason it does'nt get 5 stars is the Revolution part is weaker than it sould be, but overall the game is just great fun. Now, I've just got time to get that high score before bed....

I knew this was due for release, and when someone I knew told me it was out, I thought, 'what the hell', and splashed the cash. It's fun. Let's be honest, like GTA3, causing mayhem without actually doing real harm to anyone in the real world is a right laugh. Maiming, shooting, beating the living daylights out of computer-generated folks is a great stress-reliever. Break those windows. Torch those cars. In Kaos mode, you can create havoc with no real set goals for a limited-time period (an unlimited mode becomes available once it's unlocked thru play.)The main body of the game, 'Revolution', involves you taking on the role of a freedom fighter working with an organisation out to release society from the clutches of a fascist corporation.The missions themselves involve killing certain key persons, collecting items, blowing stuff up, escorting important allies, but are mainly variations on a theme. And some of the missions are HARD. Make no mistake, this isn't a complete-in-a-day type game. Perseverance is the key here. The control system can be a little awkward too, just to add to the fun... However, if you're easily frustrated, you'll soon grow disheartened and give it up, or if you dislike repetition, you'll get bored sooner or later. In either case, the game will eventually be a dust-gatherer, unlike it's more (in)famous stablemate GTA3, which has a life of months? Years?All in all, it's a good game, but not quite the classic that it could have been. 5/5 for the idea. 5/5 for the violence and mayhem. 5/5 for stress relief. 4/5 in total though, because of it's faults. I still say buy it though....

State of Emergency is a great game - you can do so many crimes that it could be compared to GTA3, but anyone expecting GTA4 will be sadly disappointed. The timing of this game was dreadful, so soon after the amazing GTA3, but if you realize that GTA3 cannot be repeated you will love this game. This is similar in the way you do jobs for bosses, but it is aiming at a beat em up rather than an action game. Fighting moves are plentiful - you can punch, kick, throw, or if you wish use a meat cleaver to cut off someone's head to use it as a weapon against policemen - it is NOT GTA4. However it is a good game - graphics are great - up to 200 people can be on the screen aat one time, gameplay is great - addictive,fun and you never want to stop, although missions can gt repetitive, which chaos mode compensates for. Lifespan is self-explanitory - two modes - chaos and revolution - with 175 missions on revolution and 4 massive levels with 6 different modes on each for chaos. The story is not quite as good as GTA3, but the sheer size of the game makes up for this. Also, the game includes a manuverable camera, which was sadly missed in GTA3 - so overall, if you were expecting GTA4 rent it but if you enjoyed GTA3 and wish to play something cool and similar, just not a copy, buy this game - you will not be disappointed.

THE STORY:In the future the Corporation controls America. However, a small group of anarchists are attempting to "Go, go, go! Smash the Corporation!" and the civillian population rises up in a king-sized riot.WHAT'S GOOD:Did your boss give you a dressing-down? Girlfriend just jilted you? Then relieve your violent urges by beating civilians to death with other people's severed heads! Rockstar were hounded about the violence of the GTA games and so they took the violence out of GTA3...and made it into a game in it's own right! This game is comic homicidal violence in essence and the diversity of weapons with which to abuse your fellow man is very good, ranging from rocket launchers to dustbins.You'll never hear sweeter words than "Congratulations, you've killed...everybody!".WHAT'S BAD:The game does get very repetetive, very quickly, so it doesn't have a constant playability factor. Also the story mode of the game is rather poorly realised and I felt that they should have put a bit more effort into it (it seems almost like an afterthought). So, despite it's myriad charms, you're better off buying a GTA game and going on a killing spree, because with GTA you know you've got an involving game to play if you tire of the random violence - no such luck here.

...its a beat em up! Not a crime sim! Ok bak to the review,the game is basically a riot game where civilians are running all over the place,some which are looting.You are with freedom movement,a gang that wants to put an end to the corporation.The games best features are its weapons,there is a huge and very nice arsenal here! There are 175 missions to play but the problems are that there are only about 10 different types of missions. But thats only in revolution.In choas,its basically one rule: cause utter mayhem. You run around, destroying everything but civilians and by doing that you get points. If you reach a certain number,you go onto the next level.Once you complete all the levels,a new mode is unlocked in chaos.The reason it isnt 5 stars lies in the revolution mode.It only features a small amount of types of missions,which can get tiresome at around the 3rd level. There are 5 characters,each with different moves (best is phreak). Weapons are very good as well. This is a great shoot/beat em up. But if you compare it with gta3,then you are foolish.Just because it says rockstar on the front doesn't make it the same creators ,so dont make the mistake that many others did.

Okay so this game isnt GTA3 and if you compare anything to GTA3 your gonna have trouble as its simply so ahead of everything else in terms of game freedom. But this game is still a great laugh and one of the better available PS2 titles. Basicly its a very nasty violent updated version of the streets of rage beat um up style games, a little like the bouncer but more fun. Theres nothing more satisfying than blowing someone apart with a grenade and then using parts of their dismembered body to beat up other people, shallow this game is but its easy to pick up, play and have fun. I like the idea and the mayhem of it all. Good on Rockstar for making another original and incredibly violent game,but please get on and give me a mission pack for GTA3 or GTA4.

...with pointless comparisons made with GTA3. It's by the same publisher though NOT AUTHOR. If you're looking for a mindless fun filled arcade style extreme beat 'em up then this might be for you. I'd suggest renting it first, as with any game at todays prices, but make sure you persevere beyond the worst of all four inital stage. Me and a few friends were initially a little let down when discussing our thoughts after the first few plays. However prgress to the later levels and it opens up a lot more and becomes distractingly good fun (if you don't have a problem with mindless COMPUTER violence!)

Well, by now considering the amount of feedback generated by this game you would have formed your own opinions about it, so im going to keep me spiel brief and keep this review in plain english.This game was never intended to be revolutionary in its approach. It's an old school style of gameplay mixed with technology available at the time to create an experience, in this particular example a violent one. Dont expect an involved and intriguing plot and you will enjoy this game, believe me its fun participating in a street riot.Not for those of us who hate the thought of violence.

This game is Joy! you play as one of the recruits of an underground movement called Freedom who are trying to free the country from the grips of an evil empirical corporation. There are two different types of play, Revolution and Chaos, and both bring in new forms of gameplay. Although the Revolution can get a bit boring after doing many repitive missions, Choas is great fun and with some mates round is pure fun. With many weapons to choose from as you create as much destruction in one of the four areas as possible. This game won't be to everyones taste but is highly enjoyable.

I just bought this today and i was happily surprised with the enjoyabillity this game has. Its not GTA3 but its good to have a laugh, especially with your mates round. Its quite restricted and the initial excitement of attacking innicent people soon fades but this game will have u laughing for weeks on end. A good game but im not sure how long it will last, there are 4 levels and each one fun, but the missions are easily completed and repetitive. Still rent it first and if u enjoy it buy it, youll either love it or hate it.

At first glance you would believe this is just an excuse to violently destroy everything and anything, and to be honest, you would be right! However it is great fun to play and the game runs fast even with over 100 fleeing members of the public on screen. The graphics are not lifelike enough to offend anyone but they are very smooth and look great. Typically there will be people who appose the violence etc. but most will look past that and see the game for what it really is, a fun, enjoyable beat em up!

Not everybodies cup of tea but certainly mine. What a laugh I had the first time I played this game. Running around terrorising shoppers, looters and passers-by whilst carrying out tasks to prove your worth to the rebel faction. Large variety of weapons for taking out Corporation Troops and Gang Members alike (including the vicious mini-gun). The levels can take a fair while to complete and the tasks become harder the further on you get. Well worth buying but a 2 player mode would have been nice.

This game is a great game and should not be tagged mediocre it is a must for collectors of the GTA games this is not as good as gta but it is a game gta gamers should buy it has everything from Hand pistols to rocket guns and also has everything from peper spray to baseball bats you can smash windows throw buckets and benches. This game makes beating any normal person up an art it is simply sublime it ranges from a normal city mall to a corparation head quaters. A MUST!!!!!!!!

SOE is a good game but the missions are repetitive,doing the same sort of things over and over again.The graphics are good and the game is actually fun, with a wide range of weapons to kill people,blow up cars and destroy buildings with.Once you have unlocked the secret characters and levels etc. you will be bored of it.I enjoyed the game, but if you haven't bought it, wait until PS2 games come down in price,then get it,but don't expect a game as good as GTA3.

everyone is comparing this game to GTA3 but i think that is a little unfair as GTA3 really is unique. However this game gives you freedom to exhert stress by shooting up loads of defenceless "clones". I am really glad i got this game and i think i will still be playing it in 3 months time
