Bought it as new, Amazon delivered a used one, although they managed to refund about 30% so I kept it. Pump is compact and works great. Those who claim it can only pump in emergency and to low pressure, need to realize there is a locking ring that needs to be moved so the pump "zooms" out for full pressure workout. You can take your tube to whatever level you require, so yes it is what is says on the box.4 stars because I am not sure how the plastic tab "finger protector" will hold up over time, it seems a little thin for frequent use, although it appears the pump should remain useful even if it does break off.
